How can local and regional actors turn climate strategies into real-world results — especially when faced with limited time, data, or resources?
On 10 October 2025, the IMPETUS project hosted a webinar showcasing how local and regional actors can move from planning to implementation. The session focused on a new resource developed by the project: Regional Innovation Packages. These are practical, ready-to-use bundles of knowledge, tools, and tested solutions to support climate adaptation.
The webinar featured presentations by:

What are Regional Innovation Packages?
Each Regional Innovation Package is tailored to the specific challenges of the seven IMPETUS demonstration sites across Europe, but the approach is designed to be transferable. Each package brings together three components:
- Resilience Knowledge Boosters (RKBs): These combine digital platforms and AI-powered tools with local networks of stakeholders. They aim to simplify access to data, support knowledge exchange, and strengthen co-creation processes.
- Adaptation Pathways: Strategic tools that help regions explore different adaptation options over time, especially under uncertain future climate scenarios. These pathways help authorities plan more flexibly and proactively.
- Portfolios of Solutions: Each package includes a mix of technical, policy, and governance options tailored to the risks and needs of the region. These include both tested innovations and promising ideas identified during the project.
Supporting smarter, scalable adaptation
These Innovation Packages are designed to support real decision-making — not just in the demo sites, but wherever regional or local governments are working on adaptation. They help to:
- Enable peer learning between regions facing different climate challenges
- Support replication and upscaling of tested ideas and tools
- Identify key factors like data access, political support, or institutional capacity that affect the success of adaptation planning
The speakers also emphasised the importance of transformational adaptation: going beyond small-scale adjustments to reshape systems in more inclusive, long-lasting, and future-ready ways. This includes the use of participatory methods, a focus on equity, and the development of innovative and scalable approaches that address systemic climate challenges.
